The Carroll County Commissioners set a public meeting for review and discussion of the proposed Zoning Ordinance for Saturday, April 5, 2014, at 1 p.m. in Carroll Circuit Court on the third floor of the courthouse.
Commissioners will take written comments until April 2.
Comments can be sent to the Carroll County Auditor by email at Email Carroll County Auditor or by mail to 101 W. Main St., Delphi, Indiana 46923 or can be hand delivered to the Auditor’s Office on the second floor of the courthouse. Written responses can also be sent to the Area Plan Office in the courthouse or delivered to the office, located on the second floor of the courthouse next to the auditors office.

NOTICE The Carroll County Area Plan Commission will hold an official public hearing on a proposed replacement county zoning ordinance during its regularly scheduled meeting on February 25, 2014 at 7:00 pm.
The meeting will be held in the Carroll County Circuit Courtroom located on the 3rd floor of the Carroll County Courthouse.
All written objections to the proposal filed with the Carroll County Zoning Administrator at or before the hearing, will be considered and oral comments concerning the proposal will be heard.
This hearing may be continued from time to time as may be found necessary. The proposed ordinance is on file for public examination in the Carroll County Area Plan office on the 2nd floor of the Carroll County Courthouse, Delphi, Indiana.

Due to difficulties in getting the proper legal notices publicized, the hearing originally scheduled for January 28 has been postponed.

Please note: The DRAFT FOR APPROVAL posted below has not been adopted by the Carroll County Commissioners and is only a proposed draft. Until the Draft has been formally adopted by the County Commissioners, the 1972 Carroll County Zoning Ordinance (link here) is the current ordinance for zoning in Carroll County.
The Area Plan Commission has approved the final draft of the proposed Carroll County Zoning Ordinance and will formally consider the matter at the January 28 APC meeting, where a public hearing will be held.

Above is the current discussion draft of the proposed Zoning Ordinance. This Draft was produced after the August 19 Work Session between the Carroll County Commissioners and the Carroll County Area Plan Commission which specifically addressed the Rural Residential District. The draft also incorporates changes and suggestions from the February 9, 2012, Carroll County Commissioner work session.
The 2013-10-28 Zoning Map incorporates all recommended changes to the Zoning District, specifically, the addition of the Rural Residential District and the change of District Names as reflected in the Ordinance document.

The Area Plan Commission meets regularly on the 4th Tuesday of the month at 7:00 pm, in the County Commissioners’ Room in the Courthouse.
The Area Plan Commissioners and the Carroll County Commissioners will meet in a joint work session on Tuesday, October 9 at 7:00 p.m. in the Courthouse lounge for the purpose of discussing the revised DRAFT Carroll County Zoning Ordinance.
Note – this meeting is a worksession, not a public hearing. The public can attend, but no public input will be taken at this meeting. As this document moves toward adoption, there will be public hearings held as required by law.

97 people were in attendance at the Public Information Meeting held by the Carroll County Commissioners on January 5 at the Canal Center. APC Attorney Cynthia Harmon presented an overview of the new ordinance, including a comparison of changes between the new and old ordinance. Community Leader Dick Bradshaw moderated the comment period. Comments are summarized in the attached document.
The second (2 of 2) public information meetings will be held on Saturday, January 21, at 1:00 p.m. at the Canal Center. This will be a repeat of the January 5 meeting (that is, same information presented, questions and comments received from the public).
In response to questions about a visual representation of the Airport Overlay District for both Flora and Delphi, please take a look at the renderings graciously prepared and provided by Ken Ross. These pictures show how the overlay district will be applied in the proposed Zoning Ordinance.
Note 1 – The District defines areas of protection and caution; it does not prohibit development.
Note 2 – Some of the restrictions are also imposed by the State of Indiana and the FAA
Note 3 – Carroll County Zoning stops at the County Line; therefore, these restrictions to not apply to Tippecanoe County (unless they are also FAA or State restrictions)
