Carroll County Commissioner Meeting January 5
97 people were in attendance at the Public Information Meeting held by the Carroll County Commissioners on January 5 at the Canal Center. APC Attorney Cynthia Harmon presented an overview of the new ordinance, including a comparison of changes between the new and old ordinance. Community Leader Dick Bradshaw moderated the comment period. Comments are summarized in the attached document.
The second (2 of 2) public information meetings will be held on Saturday, January 21, at 1:00 p.m. at the Canal Center. This will be a repeat of the January 5 meeting (that is, same information presented, questions and comments received from the public).

Airport Overlay District
In response to questions about a visual representation of the Airport Overlay District for both Flora and Delphi, please take a look at the renderings graciously prepared and provided by Ken Ross. These pictures show how the overlay district will be applied in the proposed Zoning Ordinance.
Note 1 – The District defines areas of protection and caution; it does not prohibit development.
Note 2 – Some of the restrictions are also imposed by the State of Indiana and the FAA
Note 3 – Carroll County Zoning stops at the County Line; therefore, these restrictions to not apply to Tippecanoe County (unless they are also FAA or State restrictions)

Carroll County Zoning – Commissioner Public Meetings
In response to request from citizens, the Carroll County Commissioners have scheduled two public discussion meetings as a way for citizens to ask questions and submit comments. These meetings will not replace the public hearing required prior to adoption of the proposed Zoning Ordinance. The public hearing will be held at another date and time (to be determined).
Date: January 5, 2012, at 6:00 p.m. and January 21, 2012, at 1:00 p.m.
Location: Both meetings will be held at the Canal Interpretive Center in Delphi.

Carroll County Zoning Ordinance – APC Recommended 10-25-11
At the Carroll County Area Plan Commission meeting last night (October 25), the APC reviewed the proposed DRAFT #2, requested a summary of the changes, and invited questions and comments from the public. After discussion and review, the APC unanimously voted to recommend the proposed Carroll County Zoning Ordinance for adoption by the Carroll County Commissioners.
A certified Carroll County Ordinance will be presented to the Carroll County Commissioners at their November 7 meeting, at which time the Commissioners will be asked to schedule a public hearing and adoption schedule.

Carroll County Zoning Ordinance – Version #2
Below is a link to the Carroll County Zoning Ordinance APC Draft #2, presented to the APC at last night’s meeting. This is a “mark-up” draft, meaning all the changes are identified as follows: double-underline for added text, strike-through for deleted text. The online version (below) also has each of the changes highlighted so they are easier to find.
Also posted below is the report submitted to the APC by the Steering Committee. This report contains a brief summary of the major changes to the document.
At the October 25th APC meeting, the Area Plan Commissioners will publicly review the draft and consider recommendation to the County Commissioners. The public is encouraged to attend this meeting.
Printed copies are available for approximately $20 at QGraphics in Delphi. A copy is available at the APC office for public review.

Report from APC Meeting April 26
The Gallery was full at the Area Plan Commission meeting and public hearing on Tuesday, April 26. APC President Kirk Germond outlined the procedure for the evening and then Miriam Robeson presented information about the proposed zoning ordinance. After questions were taken from the Area Plan Commissioners, President Germond opened the floor to questions and comments from the public.
After hearing public comment and after APC discussion, the APC voted to send the proposed Zoning Ordinance back to the Steering Committee to review the comments from the public. The Steering Committee was directed to report back to the APC at their May 24 meeting with progress and expected timeline for submitting a revised draft to the APC.
Members of the public with specific recommendations are encouraged to submit their written remarks to the Steering Committee through this website, the Steering Committee email address (below), or to the Zoning Office (2nd Floor, Courthouse).

Carroll County Zoning Update – Review and Adoption Schedule
The proposed draft of the updated Carroll County Zoning Ordinance was presented to the Area Plan Commission at their February meeting. A copy is available from the website, or hard copies may be purchased from Q Graphics in Delphi for$18.75 each. Copies have also been distributed to each of the public libraries in Carroll County for on-site reading, and may be viewed at the Area Plan Commission office.
A public meeting is scheduled for Tuesday, April 12, at 7:00 p.m. at the Canal Interpretive Center in Delphi, Information and background about the proposed ordinance will be shared, with time allowed for moderated discussion. A few copies may be available for viewing at the meeting, but not for purchase or keeping.
At this time, the Area Plan Commission is planning to hold a public hearing at their April 26 meeting, and may vote at that time to recommend the ordinance for adoption by the Carroll County Commissioners.
The Carroll County Commissioners will have the opportunity to consider the proposed Zoning Ordinances for adoption after that time, possibly at the second meeting in May.
